解决 ：Statement变量要按照如下设置
stmt = conn.createStatement( ResultSet.TYPE_SCROLL_SENSITIVE , ResultSet.CONCUR_UPDATABLE);

CallableStatement cs = conn.prepareCall("{call TESTSP}",ResultSet.TYPE_SCROLL_SENSITIVE,ResultSet.CONCUR_UPDATABLE);
